So I noticed a slight irritance in that phones are always free, even if in enemy territory.
My idea/addition is as follows: 1. All public data access points are pay-per-use so maybe around 10-20 credits. 2. All in-hotel/shop phones in friendly territory are free. 3. In building phones everywhere else charge you based on reputation. I.e Rep= -10 -> "I don't like the look of you chummer, you pay extra." 4. With sufficient hacking, you can hack around the price of public terminal/ obtain the paydata/credits within. 5. High enough intimidate gets you past the price of in building phones at the cost of heat.
Thoughts?

chronic - it's a lot of work to make the phone system more realistic. Thanks for the suggestion, and I've added it to the really long list that is our roadmap, but we're going to focus our limited time on features with more direct game impact!
