It's tough to insult US beer enough. Frankly I generally think it was better before Anheuser Busch puts it through the horse.
Personally, I prefer Guinness.

I was at a beer fest and have to say that a lot of beers didn't taste that chilled to me ... nonetheless, I do jest - there are some very very good amber beverages that come from the UK. I miss my pint glass that I got from the fest ... it got dropped 6 months later 13,000KM away from where I obtained it.

what if, if you rolled it once you landed, the results stuck for a specific number of turns?
that way if you failed, you blew it and the heat is on you, so might as well go somewhere else, but if you roll good you are good to go.
but for each transaction you make, there is a roll to break it off, someone snitched and the law dogs are comin, better get to the space dock real qwik like...
edit: furthermore (after reading the posts I failed to read prior) if you are a smuggler .. well perhaps you can trade the goods without a trade permit.
but wouldn't that be like selling the goods or a looted pyramid of egypt? you usually get in trouble for grave robbing unless you have a liscense to deal in such goods. So maybe the smuggler gets cash but no rep bonus for selling the goods.
perhaps a rep hit for selling without a permit and worse so in embargoes or even alliances.
the permits kind of seem like the governments "pay a fee and we will turn a blind eye, as long as we get first dibs on yer stuff we will reward you will tales of your good deeds(read: rep bonus)"

I think the point of being a smuggler is you sell by 'unofficial' channels and you hope you don't get caught. The people who get in trouble for selling ancient Egyptian artefacts are only the ones who get caught...
I must admit I have not played smuggler again after finding they could not actually smuggle illegal goods without the same permits. I would have liked the smuggler to have some skill to actually make a profit buying and selling off market, (possibly in the mission environment, a contract to buy or sell a certain number of goods). If this is an 'unofficial' trade maybe there is no faction gain, or it is related to the contract ... However it would not be without precedent for smuggling to be 'endorsed' by governments in extreme circumstances!
