I think it's just color-text Boeu, sorry.
I've gotten that time and time again when I'm running no contraband at all.
Personally I think it's just what the comm officers are instructed to say when issuing a demand to board. "Captain, what should I tell them, they want to make it to port before the bars close at 1 AM. You want me to give 'em the standard 'Our sensors have detected contraband in your hold' line?"

Changing that text to be more accurate is now on the list.

Independents should always detect it since you can't get a permit with them...of course they shouldn't consider it contraband either since it's not forbidden.

oldalchemist -- Right on, I adjusted the text to more closely match this explanation. Now they detect "Valuable Cargo"

If you're an Independent Pirate, everything is valuable cargo. Haven't you ever just jacked some dirt-poor merchant for water/fuel and airlocked his whole crew for a hundred spacebucks in salvage?

LOL ... now that I think about it, with Steel Song, I haven't even paid any attention to the amount of salvage (or even cargo). I guess the reward is simply the joy on my captains face at seeing 20 Steel Song crew staring out of the aft airlock of their ship seconds before self-destruction.
