As we find out later in the story, Vraes is a former Captain of the guard. How come he's level one when the prison guards are level 4+ on Nightmare?

He is stripped of the magical gear, weapon and armor that he was given by the Baron. He is beaten and thrown in jail. He was a recruit with a lot of potential, and they needed someone to fill the big shoes of Barnett when he defected. Vraes was picked. No one said he was an amazing swordsman when he was a Captain.

That and it would sort of spoil the game if one character was level 10 while all the others were level 1. The whole levelling thing requires some stretching of imagined reality. How can any of them have so low of skills and embark on this one adventure and suddenly be growing by leaps and bounds?

I thought Geraud was the Captain (replacing Barnett after he defects?) and Vraes was one of the elite wannabes that "showed promise". Which would have made Vraes somewhere between a guard & elite in ability.

Garaux was the "Captain OF the guard" Vraes as a "Captain IN the guard" we should work on making that a little less confusing?

In a large military force like the Red Hill army, there are many Captains among the force. Barnett was one, Vraes stepped into his position. It could be easy to blow that in your head up into a big position like Captain of the Guard, or Knight, or something like that.

It COULD easily have me reading more into it than intended, but it might be nice for Barnett to say something on the order of "I hated working for the Baron under Garaux".

It may have been clear enough, I usually skim stuff like that unless I'm focused on parsing it. I'm having more fun playing so I skip over typos & grammar if I see what you are trying to say.
So that was my take on why Vraes was a wuss from skimming through.
