I'm currently a level 2 cadet with ruesland also with a letter of marque that says i am the lawful vengeance if the crown. Travelling through waters controlled by Cadari to go to Stranraer, the capital of Ruesland; I'm just trying to save my son Jonathan. I tried to stop at a port with a rumor, couldn't get in because of bad rep. Went to a port a few squares over, bought a pardon and went back to buy cheap shot and powder. Long story short, I submitted to a search (to see what would happen) by a cadari warship since i was now also a legal warship for Ruesland.
They took my shot, powder, gold, maps, journals, and my manhood.
Why no international incident? I understand i was in Cadari waters, but i thought i was legally allowed to carry s&p especially that i exact vengeance for the crown. Now all i shoukd have to do is sail over to a Ruesland naval fort a few more squares over, tell my brothers of the crown i was disrespected and bye bye cadari.
Or am i missing something?

Your letter is by ruesland. Not by cadari. Ruesland ships could care less about you but Cadari do not honor your letter because its not issued by Cadari legislators.

That's fine I guess, but now we're back to the argument of a fast travel option. That is, if I don't want to play attacking everyone and avoid every time, why not just bring up the combat where I lose the avoid roll in the background? As it is and has been said by others, it's a clickfest to travel across just one map.
So then, why give up to a search, ever?

I don't follow the first part at all, but answer to your question is to save Time, Reputation and additional tests.

Because if you give up a search to someone who is an ally who you have a letter, they don't rob you. If you don't have a letter, they will. If you run away, it hurts rep if you are in their waters, and if they are in enemy territory, avoiding does basically nothing.
