So how exactly do promotions work? I'm currently level 18 in the Cadari navy and can't seem to rise any higher no matter how much rep I gain with them...

That is the current maximum Rank. It may need to be adjusted, but I have been holding off until the Ranking system for Trade Guilds is finished.
That will allow you to buy and sell Rank, possibly even making a profit.
