What, may I ask, is a rare pirate? The game creates each enemy captain on the fly. It uses a set of tables to decide how obnoxious to be -- how powerful and difficult the enemy will be to fight. In this case, there is a new row, that comes up about 1% of the time, that makes particularly nasty Pirates.
