New captain, Cadari, Cape of Good Faith -- screen ok?

Brand new captain. (The Kraken ate her predecessor).

I am in the Cape of Good Faith. I haven't even got my letter of marque yet.

I run into a Cadari merchant ship.

Apparantly, I am simultaneously 'ouside the waters controlled by the Cadari Republic'

and

'in waters patrolled by the Cadari Republic'.


...

Now I think that the Cape of Good Faith _is_ in the waters controlled by the Cadari Republic, so this screen is wrong.

Is it?

Well, it's possible to patrol an area without controlling it.

Yes, but that most likely means the patrollers own the area in some way or another...
