Where is my target? (burnt docks)

I got a mission to kill a pirate at the docks in Pembroke.

Unfortunately, when I got there I found the docks burned. Maybe my target was killed in the fire? I cannot get into the docks at any rate. There seems nothing to do but to cancel the contract.

Do you think we could do something more interesting with this situation?

I'm having the same problem and the commission will get me to 1000 silver to heal my son. Frustrating! Is this a bug or do docks come back into action at various times?

They will eventually rebuild the docks, but your commission may have expired by then. The turbulent ways of the world ...
