I am often unable to go into the sea from a coast if I am sailing manually. However, if I use autopilot, it can take me into the sea.

It's a feature that the ship stops at the boundary. Hitting the 'continue' arrow is supposed to continue you on your way. This nearly always works for me, but rarely it doesn't.
