i go to a Buccaneer town and it says what i need to pay for a pardon and yet it wont give me an option in the buccaneer town to be able to clear my notoreity please fix or help

Welcome Chaos, you notorious pirate you. I don't know how notoriety is supposed to work with the non-nations, but I do know that killing kraken and ice demons works wonders for having them like you, a lot. It makes _everybody_ like you, a lot. Just in case you didn't know this -- I didn't until last week.

The Buccaneer lifestyle doesn't really put enough stock in a single central authority for anyone to be able to sell a universal "papers of pardon"

yet ive gone to direct buccaneer forts and it say what i would have to pay for a pardon and it wont give me an option, can this be fixed?

I too like to see a way to get major pardons from Buccaneers, trading companies, and the major powers. Even if it costs me 2000 silver, I will consider.
In early game when the goal is just survival. You take on commissions to get you the $$ needed to buy rations. You may be force into a fight so you can get some rations from the other ship. You see a good ship (better state or just better), you probably will make it your. By the time you gain enough footing to stabilize the situation you probably have couple of powers with very high reputation while the rest sit in negative reputation values. You cannot even get commissions from them by then to try to work the reputation out.

Two guys up on the wall of the fort, the first one yells down to the ship's captain (in a bad French accent) "You can't come een unless you pay for a pardon". Then he turns to the other and says "I told him he could buy a buccaneer pardon! Har har!".

Even if you want to try redeeming yourself it is not easy. You can go to the Tavern only and you will be lucky if you can find a single commission that you can achieve before it expires. Unlike ST we have wind to contend with so it is not as easy to get from Point A to Point B. You have to make stopovers along the way to buy some rations, high sea robbery alone won't do the trick. And some port don't have much ration of any type to offer.
Now that I have accumulate over 5000 in silver, I am going to get up to the upper left corner to pursue some Ice Demons rumor. Hopefully I will find couple encounters of the Ice Demons or Kraken type to clear up the bad reputations. Of course I will have to do a lot of high sea robbery to sustain my crew since I have no friends up there.

One thing I've done early game is taking minor commissions- no killing or fighting anyone- strictly transportation jobs... Once a commission is completed at a city port, I go straight to the fort and buy a pardon. Sure it eats into profits slightly, but it is worth it not to have the negative rep, at least for me... I also put in another post about picking one ally and one enemy to always sick with for the entirety of the game, that way it doesn't matter if you piss them off- that was the idea all along... Also if a trading company has important ports in the areas where you spend the most time, don't take commissions against them, or attack their ships, but pillage the others that you don't need with reckless abandon. Same with the pirate factions...
Just remember- it is much easier to lose a factions trust than it is to regain it. Unless you kill Krakken, then everyone loves you!

Is there anyway to stir up the Kraken and Ice Demons? In ST you can haul around artifacts and wonder in the remote area to attract aliens. What about here in AoP?

Hoard gold and look for rumors- each unit of gold you have on board raises the chance of encountering a Krakken when you are in the right area. Ice Demons are just there when you are in the area, sail around until you find them...
Rumors are critical- they help you pinpoint where to look, otherwise you are searching in the dark for them.
