They both claim to boost passenger pay rates, but I'm not seeing much of an effect with Luxury Cabins. Do Large Galleys bring in more passenger money?

The cabins provide a small random chance of a v.i.p. transportation commission that provides a huge monetary bonus upon completion.

It's the Gourmet Galley that boosts passenger pay rates. But I think that this is comparable to the Luxury Cabins.
The Luxury Cabins occasionally give you a very large Commision price. The Gourmet Galley helps with ships morale and the ability to process fresh food. I think this means 'carry more lux rations when you have a gourmet galley and you will be less likely to have a mutiny' but I am not sure.

Thanks guys! I swapped it out for the gourmet cooks-- better to have a consistent increase than a rare mega score.
