Hab Unit I Support 1 Population Build for 10 cp + $100; Maint $10/Turn
Hab Unit II Support 2 Population Build for 20 cp + $200; Maint $20/Turn
One Hab Unit II seems no better than 2x Hab Unit I, but leaves me with insufficient housing for twice as long, and costs me more if I only have one pop unit at the moment. I don't see any point in building the Hab Unit II. Am I missing something?

It looks like there are limited upgrades for each planet. So by building a Hab II you are saving space for other things. But yes you're not really getting more bang for your buck.

Ah, I hadn't thought of the limited number of upgrades. I guess it would be worth it to build a Hab II and then demolish a couple of Hab Is at some point down the line. That wastes some cash and CPs, though. Thanks!

You can actually upgrade existing Hab Is to Hab IIs. Go to the upgrade screen (not new upgrade) find a Hab I click on it and hit improve. The cost seems to be the same as building another Hab I

The System's Quality rating determines the number of Upgrades you can install across the system without coming off baseline maintenance cost.
If install more upgrades than Quality, you pay an exponentially increasing maintenance cost penalty.
Some upgrade families (Hab Units) are pretty linear and predictable. Hab Units come with future penalties at higher density. For example, Hab Unit 9 reduces Defense and Morale by 2 but can house 7 Population in 1 Quality point.
Some upgrade families (Palaces, sub-types of Factories) provide divergent and mixed upgrade points. They may provide CP and Housing, or Defense, Housing and Spy Points for a single Quality Point.
