If my economy is already struggling. Establishing a colony on a low grade planet is going to drive the economy lower.
When the ship arrives clicking on the planet lets you know the quality is somewhere between 2 and 24. Then you start up the colony and find it unprofitable.
Second part of this question: Before you can get an exchange is the only way you can generate cash is by building mines?

Mines, Factories and Population will all generate Income.
A Trade Alliance or Trade Route will increase the value of Mines and Population.
You can see Quality Ranges on the Colonization screen. The Large Map (100x100) is all 2-20, bad design on my part.
The smaller map has more variety, but still is incomplete.
The Sector Scan and World Scan Talents will provide more details than the range a colonist ship can determine.
