Mine1 in theory is no better than mine 2. As the maintenance cost is simply doubled. In game there seems to be a slight efficency.
Need better descriptions on all of the techs. And the bonuses and minuses.
Probably the same on the trade treaties etc.

I asked a similar question about Hab Units. Remember that you can only build a number of buildings up to the quality level of the planet without paying a penalty. So a Mine II may not look any better than 2x Mine I, it takes up less "quality space".

I'd like to know what that penalty is. Is it a % on the upkeep of a building?

Yes, the % is applied to the total maintenance cost for the planet, increasing it.

@chococrowbar - it is very dependent on the planet's income to maintenance ratio. Mining worlds are not bad to "overclock"
