RP on All Colonies Screen

If you tap on each colony to check RP. You see Rychart Prime +4, Cadar Prime +2, and De Valtos Prime +2.

If you tap Current Research 8 RP/Turn is being spent as expected.

The "All Colonies" display lists each colony at Research 1.
