So seeing as impossible is the hardest setting I think the starting fuel and hull of the ships should be lowered. My think is this, if the ships have just come on a long journey through space the ships would not have as much fuel or high hulls as they do. I can understand the stats for easy, and normal but past that I think they should be lowered based on difficultly, with impossible being the hardest.

I don't think a dropped hull for the colonies will do much as they're just going to colonize whatever planet is nearby, and Templars will be sitting in their airspace to escort future colonies, so I don't think it would make much of an impact.

True but even if you leave the fuel the hulls won't repair very quickly. Regarding the colonies that's true I didn't think about that.
