Embargos?

Under the new diplomacy screen, it says that I can spend ep on a trade embargo. It says trade embargos use trade to resolve conflicts. This disturbs me, since a trade embargo is a conflict. Am I missing something, or is this a typo?

Dur. I ran out of words and named two the same thing. Whooooops!
The Trade Embargo is not a conflict, you pay for the lost trade up front ($2000) and it ends a nasty conflict for you.

Speaking of typos, space colonization I allows you to build a Starport IV? O: I must have skipped quite a few upgrades there....
And also, the notifications for insufficient housing are a bit redundant (this probably belongs in discussion). My notification stream keeps blowing up, like 3 notifications in one turn:
1. Jahant has insufficient housing.
2. Morale on Jahant drops due to insufficient housing.
3. A new Hab Unit has been built on Jahant.
Lol if a new Hab Unit just got built, could we eliminate the extra notifications?
