Can you skip upgrade numbers via the research tree? For example if you research the right things you can go from star port 1 to star port 4 without researching 2 and 3. Will 4 be unlocked or do you still need to learn the intervening numbers? Alternately is star port 4 incorrectly numbered?
Found after researching plan con 4 then the engineering one below

1) you can skip
2) starport IV could probably be called II or III as well, depending on your perspective. There are Colony Ship upgrades that will create Starport 2 or 3.
Hmmmm ... I'm not sure how to handle that.

How about letting us research II and III while keeping them for the Colony Modules.
I managed to upgrade my original Star Ports I directly to IV and it just felt too big, and too much for one single jump.
Maybe just adding the Star Port II and III to the research projects for the Colony Module II and III respectivly.
