For giggles I was looking at upgrading a starport 1 to starport 4. it would cost me the same to out right build a new one as to upgrade the existing. No cost reduction for upgrading. intentional?

Hmmm. Good question, the Hive Starport does not have a build cost (Colonization is free) so the upgrade is full price. But "building a new one" isn't really a thing with a Starport, so this is a bit confusing. Not sure what to do.

In ST planet descriptions, they are always land based. I would imagine there are space based Starports, but they are probably for Warships and Imperial ships

My feeling is that the ships you are building in 4X are not practical to land on the surface, they are simply too large and not designed for operating inside a planet's atmosphere.
The planet-based starport provides launching services for repair ships, star traders, merchants and smaller craft while your military ships dock at smaller orbitals (included in the starport.)
Those orbitals and military docks are what make it difficult for the ST Captain to navigate into the Starport sometimes in RPG.

That makes a lot of sense, along with Encounters in ST being more common while trying to land. You need to get through the clutter to land.
