What does the manual mean when it says that "the Crew and Captain are capable of making makeshift repairs" to the engines and sails? Is that just another way of saying that the ship will still be able to move even if those are at 0, or is there actually a way to conduct some repairs on those items while in space?

I think it refers to when you get a notice that there was damage... but when you check your ship, it is still without damage. So in other words, not all "damage events" gets recorded as damage to the ships stats.

the member "Dumb" is correct.
there is also the makeshift repairs the Crew makes if the Solar Sail is reduce to 0 but the character escapes. Those events are logged in the Ship's Log as the "weeks of bitter drifting" entries

The most common case where I've needed makeshift repairs is when I've reduced the engines of an enemy ship to 0 and then decided to take the ship.

I always find that on higher difficulties the Captain has to be ready to take over a new ship. It is a common way for me to end up dead or stranded -- take over a great ship that I tore up capturing it, then can't afford repairs, try something risky (explore, blockade running) and end up prison or worse.

I've actually had two games where I got greedy and took over a flagship. In both cases, I ended up dead before reaching my next planet. Doesn't mean I'll stop trying though.
