Starting with a quick review of the Library (hope I got it right).
Trade Bans: Increase Colony Maintenance by 5%. Decreases idle CP and Trade CP by $4.
Trade Wars: Increase Colony maintenance by 10%. Decreases idle CP and Trade by $3. Decrease Income generated by Population by $4 per population per turn.
Spy War: Increase Colony Maintenance by 20%. Increase RP by +2 per colony Decrease income generated by Population by $2 per turn.
Ending a conflict can be very expensive in EP and $ so I'm just kicking around an idea.
For example if China and the U.S. got into a Trade War. The result could have a very big impact on most of the economies of the world. But if a very large nation banned trade with a very small nation, the impact would be greater in the smaller nation.
The same with Spy Wars. Some smaller countries may not have the technology to gather information, disrupt distribution centers, or have spy satellites. Others may have very advanced methods and hardware, giving them the advantage of knowing virtually every move an opponent makes.
Looking at ST 4x. For the sake of argument. Let’s say Cadar has 20 colonies and Rychart 2. Should Cadar pay the full maintenance penalties when in a conflict with Rychart? Should Rychart pay even higher maintenance penalties when in conflict with a Syndicate 10 times its size? The toughest penalty by far is a Spy war.
Is there a possibility of having a sliding scale related to the size of the two Syndicates in conflict?
