Presumptuous on my part to think that anyone cares, but here is how I build my empire
*CT and Fallen, I hope you don't change things because I am posting this......
Prime/Secondary Planets
1. I don't colonize the first planets I see. The first thing I want is the factions spread out and I like to make to make a square in the corner that I am in.
a. I look for the "weak" systems. 2-20 in quality. Mineral quality is not relevant. I look for these
because, all of the prime planets tend to be at the upper end of quality, so I 2-20 tends to end up
at 17.
b. each colony builds a mine and hab first.
c. as soon as planet construction 1 is done, research ship construction 1.
d. I next build a factory and a hab. then, one more cycle of mine-hab-factory-hab
e. once I have 2 habs and 2 factories on a colony, they each build a colony ship (seconday planets
all build out in the same format as Prime planets)
f. after the colony ship is built, they go into another cycle of mine-hab-factory-hab
g. Assuming a 17 quality, I am not at 13/17. I build a Den, another hab, a chancellory, and an exchange
h. by this point the seconday planets have had 2 rounds of development and I am ready for the tertiary+
expansion.
Tertiarry+ colonization.
a. I will build colony shps, usually 2-3 at a time, but not immediately colonize. I have a rule:
b. the rule is 800(colony 1) or 700 (colony 2). that is how much money it cost to build a level 1
cycle of each building. The reason for the difference is that a Colony 1 nees to go
hab-mine-hab-factory-hab because the start at 1/1 population. If I don't have the money in the
bank, I wait to colonize.
c. I then continue in the same format as the primes and adjust based on quality.
Research: in order
Planet construction 1
ship construction 1
Planet construction 2-4
Politics 1 and 2
Planet construction 5
Mining 1
Space colonization 1 and 2
Planet construction 6
Faction diplomacy 1
Starship construction 2-5 (then repeat through until all those trees are complete)

Yes, I devalue factories until late. I don't build a factory 2 until after my primes and most of my secondaries have Hab 3, mine 2, palace 1, and exchange 2. I don't want to rely on most of my economy coming from idle factory CP, especially when I need to start cranking out ships or I need to go into a heavy hab upgrade to keep morale going.
Most of my spice come from palaces and not dens. If I have a colony under 17, the Den is the fist ting to go.
For colonies under 17, the first thing I ditch is the Den, then the exchange, then a hab. I try to keep the palace unless it is the extreme circumstance. Remember that each colony starts with a hab, and I do NOT include that below
14-16: 3 mines, 3 factories, 6 habs =13 (bonus palace, exchange, hab)
9-13: 2 mines, 2 factories, 4 habs=9 (bonus hab, palace, exchange, den)
<9: 1 mine, 1 factory, all habs (at least 4) (if a 9, then a palace at the end. I ditch the factory to keep the hab count at 4)
I don't build ships until the xeno engage me.
Yes, I sometimes run into xeno problems because of my late research/build into ships.
By the time I have xeno contact, I am usually running at 95-100% maintenance, have 12-16 systems.
This works well on normal and hard.
I am sure I have left a bunch out.
