Can somebody run me through the basics? Am I just running through the starport so fast doing my repairs and reloads that I am missing an option?

Dry Dock shows up when you have bought an extra ship. Goto one of the factions that you have a high rep with and purchase a ship (dont trade in your old one!) your new ship will show up in the dry dock.

If you have rank with a Faction, the Star Port will allow "Purchase" or "Trade In" for new ships. If you "Purchase" you pay more, keep both ships and find one of the under "Dry Dock."
Dry Dock is a CRITICAL feature for advanced players and higher difficulties.
When I play bounty hunter on impossible my #1 first goal is getting a second ship upgraded and stashed.

When i'm playing for long term character building, job #1 is a backup ship. Then, a backup fully upgraded ship with 10 morale. Then 2 of them =)

Personally I go in the following order.
1. Replacement ship for VV. (or more likely the Picky Beggar) 2. Positive rep w. factions. (this is more a general goal, so I might be mildly negative with some) 3. Upgrades to the replacement ship. 4. Backup ship. 4a. upgrades to it. 5. Set up caches. 6. Repeat 4 & 5 until death.
