1. Orbital land mines as a defense against WKs. Helps a ship less planet kill the WKs eventually. 2. Fast reactor with 4mp, 2ap, and at least 4000tons

I would imagine Orbital Defense includes anti Ship mines as well as Guns and Cannons.

Perhaps a rising scale like the other facilities? L1 Railgun turrets. L2 Turrets and Lances Lv3 Railguns Lances and Mines.
I'm not sure what mental picture the TBs have. And auto turrets might be banned by Shalun.

There are 4000 ton fast reactors with 2ap, but those do not come with 4 mp
