Upgrading from exchange 3 to 4 has an adjusted cost of -100 credits, you actually gain money. You also keep that money if you immediately abort the upgrade, letting you repeat ad infinitum.
In fact, exchange 3 seems an odd beast all together. Besides costing 100 more credits than exchange 4, it is the only one in the sequence that doesn't have ep but entertains population.
