It would be nice to be able to demolish core upgrades like non-core upgrades, even if it required a fee. Sometimes, I install a core upgrade like a palace or exchange early on and then I end up needing room for another more important upgrade. Also, sometimes a specific core upgrade will become obsolete, and I;m just wasting money maintaining a useless planetary upgrade.
