I've taken a recently arisen opportunity to start an "Impossible" level Captain campaign, and I was going through the motions of picking my pre-game particulars. When it got to the "Starting Ship", I figured I'd start off on the "Military Sloop" because I earned the "Master Explorer" unlock on my previous captain. However, when trying to do so, the game kept informing me that I needed to have earned that unlock in order to get that ship.
Surely that's not thinking I have to earn it with this current newly-created captain in order to have access to that ship as a starting ship for this same captain? Is this a bug? It's probably no big deal because I can go commandeer some new ship soon enough, but I was kinda hoping on trying out one of these new starting ships using what I had done on a previous captain (if that's the right way to do it).

salamano - any captain earns unlocks for all other captains. Perhaps you can provide some more details? Android OS, device info, game version? Did you award get recorded?

Certainly
I'm on a Samsung Galaxy S3 ... running their normal stuff (I think they just upgraded to 'Kit Kat' 4.4 or something like that).
Here's my previous captain's award unlock screen-grab...
(BTW, as you can see in the above screen grab, there's a tiny little bug-but-not-really-a-bug where when you start a new Captain, in the "Captain Name" box, it says something like "Captain Franco" as a default. If you change it to a new name but retain the 'Captain' part, the text in the game gives you this "Captain Captain" bit when scrolling through the awards). Anyway, on to the next image...
Here, when in the captain creation list... I try to select the "Military Sloop" as my starting ship, this pop-up appears, and the drop-down menu defaults back to "Fluyt" without giving me that ship option.

I'm afraid I don't see 'Master Explorer' in your Unlock list. When I earn that Award, I have no problems using the starting ship. Are you sure you earned the Award on the required difficulty?

Mkay...
So I've looked at this all sorts of ways over the weekend...
...And I can't for the life of me figure out what the hell I was talking about
Obviously that screen cap doesn't indicate "Master Explorer" (but I apparently either thought it did or thought it showed something else that I thought was the correct unlock-- I don't know).
Sometimes I really do think I put the "idiot" in idiot factor.
I've now embarked on voyages of discovery-- and I might have a different issue for you (or another manifestation of my idiocy)
