I used to have the option of building an Orbital Platform 2 but that option has disappeared. It has even disappeared as an option for planets that do not already have one built.
Any ideas?

I believe you'll find it's still there, but on the planetary construction side of the tree rather than under deep space operations. I think the brothers didn't like that people could acquire Orbital hab 2 before Orbital hab 1, so they rearranged the tree.
