New Steel Song Colonies aren't starting with a Steel Fortress. Now normally I am all fpr killing off the Song, but in this case, I need my border worlds fortified guys. So that I can feed them to the Xeno a bit longer.

I noticed my first few colonies didn't come with a stronghold, but the later ones did all of a sudden. Maybe it's attached to a tech?

Looks like the Steel Fortress code was bugged by being attached to the "Free Hab Unit for Normal/Easy"
I will fix under #4X - 2542

When you colonize a world, you'll notice that your Colony starts with two upgrades (on Normal and Easy) a Starport and a Hab Unit. This doesn't apply to Colony Hives, only the smaller Colony Ships you build after making the first 3 Prime worlds. In this bug, the Steel Fortress upgrade wasn't being applied on difficulties where there is no free hab unit.
