Exp for skills broken?

I just increased my exploration skill to 8, but it still only requires 3 exp!  Is the formula listed in the player's guide correct?  (i.e. at every multiple of 7 skill the exp. increases by 1?)

Never mind. I realized that the formula was based on CHARACTER lvl., not skill level!
