I just noticed in my "Current Research" screen, 44/50 RP has been spent on the current research item (only that one item is currently being researched), and it shows at the bottom that I have an RP of 6, but it also says "~2 turns" remaining. Should it not be precisely one turn remaining (50-44=6)? I have 3 colonies - one each of Thulun/Javat/Steelsong - and each one shows an RP of 2 and they each have 3 population so that RP is definitely "activated". So I assume for it to estimate 2 turns remaining that it must think I have 3-5 total RP, but I don't see how it would think that (I didn't just complete one of the colonies either; they've all been around for a number of turns). FYI there are no political situations of any kind in effect since it's still very early in the game. Also, all colonies are currently building upgrades. Thulun completed an upgrade on the last turn and for this turn I've set it to start another upgrade (so it still has 2 RP and not 4).

It is an estimate. I suspect that if you are right about your RP, the technology was granted the next turn.
This is a high-performance estimate that doesn't actually simulate the next turn, it just rounds together a few numbers to come up with a general prediction.
In case there is something more we can do, I've logged a ticket:
