I came across a shop selling surveillance equipment (+2, +4, +6 bonuses) as well as for some other tasks. I can't seem to find it again now. Does anyone know where this shop or similar shops are?

Quick question: Do the bonuses for the Surveillance Kits stack with each other? Could I buy all three for a +12 bonus? Likewise for the Phracking Kits.

No, it is best gear only, so +6 is the max bonus

Grab the best you can can afford even if you don't plan on taking surveillance and hacking jobs as there are random encounters that benefit from the bonus the equipment provides. Really helpful on brutal.

On the Old Waterfront I believe there is a shop in safer for encounters Finnigan territory. It says it sells electronics I believe.
I love me the phracking gear when I do a solo knight thing like I did my first playthrough. It really helped me become able to do data plant missions early on and messing with broken drones.
