On the All Projects screen any project listed after the first project shows the "Waiting in Build Queue" status, regardless of their actual status (e.g., even if they are "Under Construction").
To get to the All Projects screen, tap on a colony, then tap on Projects button which takes you to the Colony Projects screen. Then click the All button.
