Are enemies supposed to respawn?

I went to Braeyshalum after the Orcin quest. Bought weapons, stayed at the Inn, went back to Waning Moon Pass to fill up the map, then explored Ember Lake. After that, did everything else in town, was told to visit Vlotgar(sp?) So on the way back to Vrenhaulm, I started havinv encounters  in Brellis Peaks and Waning Moon Pass despite having explored those maps fully. Is this intentional or a bug?

Certain story events cause certain regions to repopulate.

Wow, good thing, I fully explored those maps before triggering that bit of dialogue, wouldn't want the game refreshing encounters I haven't triggered.
