I have lost a good 50 or so hours of my life to this game and have a few 30+ lvl characters. I am trying despirately to grab an alien vessel, but even spending 60 weeks patrolling areas marked with rumors has yeilding nothing. Is there a way to attract them...?

Look on dead planets.

Play high difficulties -- I suggest Impossible.

Avoid Green Areas.

PS: You cannot capture an Alien ship, only destroy it for the good of Shalun.

Oh, don't you worry my fellow star trader. You'll get your fare share of alien sighting. Just go about your normal business and they will show up when least expected. Just listen to this one testimonial from a veteran officer.

So I grabbed mah double barrell, I'm manna shoot these baterds keepin me off my busy day where I still have to drive down to the tackle shop and get me some lures for the weekend, right after I tend to mah corns on my new John Deere tractor, I tell you what, that baby is a sweet ride right there, with all them bells and whistles, I got it in a sweet deal. So I was rushin to the chicken coop to shoot them foxes, and when I got in there, well lord I was terrified on what I saw, then that fear turned to rage, it wasn't no foxes, it was my pervert neighbor earl, eatin mah chickens eggs! Long story short, those aliens took me that weekend when I was fishin me some catfish down the river.

Lesson of the story?
Don't eat raw chicken eggs, it has salmonella.
And aliens show up when least expected it, hopefully you'll be armed and capable when you find them...or when they find you!

They're set to not be player controlled because the stats and such are not balanced for player use. there are several thread about the game design and world system reasons for this, I'll try to dig them up with the search later.
