The simplest places to start are to (1) Android Settings > Apps > Google Play > clear cache, then restart your device. Then try again.
Let me know if that helps. Otherwise, please describe the steps you are taking exactly to restore the IAPs. The second line of support may be having you write to the GPlay team and ask for them to look at it.

Google may have changed something in the In App Billing library. They're forcing all developers to change the API we use by January 1st, and they may have stuck in some early changes that they didn't warn us about.
Step 1: Uninstall AoP Elite. Step 2: Force close/clear cache of Google Play Store Step 3: Reinstall AoP Elite. Step 4: Eat a cracker and sip soda during installation. Step 5: Launch AoP Elite. Step 6: Watch as downloading purchases toast does nothing. Step 7: Click Unlock All and cry as I know I own it. Step 8: Choke on cracker and repeat step 1.
