I've been having an issue lately where I'm standing at -11 rep for the Buccaneers, and can't find anywhere to get a pardon, nor anywhere to gain what miniscule rep I need to be able to repair at their ports. I've gone to many of their cities, and completed many commissions offered by their official castle locations (ie, not the taverns). However, upon accepting (and completing) the commissions, I later discover that the commissions were instead working for an entirely different faction, despite being offered by the hub of the Buccaneers.
Setting aside for a minute the fact that I can't seem to find a single commission that the Buccaneers are offering themselves...
How about an improvement to the game whereby the Commissions make clear prior to accepting them not just which faction you're working against-- but also who you are working for..? It is certainly not obvious prior to signing up. I go grab three from the Buccaneer HQs, then grumble as I waste a pirate year completing them for people with which I'm already in -400+ territory... and still can't repair in Bucc ports.

Buccaneers don't give out jobs, they're more like job hubs for other Factions.
Each Buccaneer Captain does his or her own work -- and doesn't pay another Captain for Commissions.
The best way to recover Buccaneer Reputation is via Rumors.

The best way to recover Buccaneer Reputation is via Rumors. Hmm... Can you explain this a little more for me..? All I've ever come across with rumors is [such and such a faraway place] "has a shortage of ____"; "has nice weather"; "has been desolate for a while"; "had the Cracken nearby", etc, etc. I've got to think the way I've gone 'down' over the last while is because I may have messed with a Buccaneer ship or two , but yes, I certainly am interested to know the secret to getting one point back ;-)

The best way to repair reputation with everybody is to go around killing Ice Demons or Kraken for a while. Every time you sink a ship, everybody loves you some more. And you pay attention to rumours in order to find out where the Ice Demons are.

Hmmmm. It may be that the game has changed since I used this strategy to repair reputation. In which case, apologies for the useless advice. Of course, these days I try to get into demon killing early, so as to build up a cushion with those non-nations, but that isn't going to help OP, who already has the bad rep. Look for alliances between the faction you wish liked you better and somebody who already does, and then work like crazy for the one that does?

So now we're still left with the complete inability to seek out +reputation from buccaneers.
There's this "rumor" of being able to get +Rep through the use of "rumors", but so far I don't understand what that is (because it's not by finding/destroying Kraken or Ice Demons) if you are already hated.
And, if they are part of a party to a commission, it's impossible to know ahead of time who you're actually working for with a commission because they only tell you the target of your commission-- until you accept it. But then, that doesn't help you seek out the +rep ahead of time purposefully, particularly when it comes to a group like the Buccaneers.
Hmm...

Perhaps you can wait for Blood Feud or Total War between Buccaneers and other nation. Then you can fight ships of that nation on waters controlled by the Buccaneers, and your Buccaneers reputation should raise.
Anyway, description of the commission should contain information about the nation ordering it.

salamano - I've just found another way to get reputation boost. I had Kaihmer reputation about +1. I heard a rumor about Shot and Powder shortage in one of the Kaihmer towns. I sold them about 270 units of Shot and Powder (which ended the shortage), and my Kaihmer reputation immediately raised to +103.

And useful only until the point where you're no longer permitted to sell/trade at the town. I'm going to make use of it whilst I'm only banned from repairing my ship

salamano - you're right. I have no idea how to raise Buccaneers reputation if they hate you so much they won't let you into Market or Docks because: - You can't take commission for Buccaneers,
- You can't pay them for pardon,
- They are never side of Total War, Alliance, Blood Feud and so on.
I think this it's a small flaw in the game. On the other hand, I have always very low Buccaneers reputation. I try to be friend of Ruesland, Cadari and Kaihmer and this is enough to be able to repair ship or buy food in almost every part of the world.

As a pirate who's trying to get the Award/Unlock that requires you to complete 48 commissions with no more than 14 fail/expire/declines, you have *no choice* but to accept whatever you're given, and complete them, even if, like in my case, it results in a measely -11 Rep with the Buccaneers.
In a world of 5,000+ cumulative rep numbers, that is quite miniscule, but exceedingly hard to correct when it comes to the Buccaneers (who happen to have ports all over the place, compared to the Corsairs, etc.)
At least I'm not in full death spiral, like I am with the Cadari, where I go down in rep just by having a Cadari ship randomly come across my path-- even when I try to avoid it from the beginning and suffer no actual confrontation. I tried doing Cadari commissions for a while, and would go up a few, and then down 10 just trying to get into the towns themselves bumping into ships.
Hmm.

It's intentional, so if it is a flaw it is an intentional one, part of the core design of the AoP game engine.
