I think enemies should become more and more powerful when captain reaches higher levels. I play as Swashbuckler on Hard, level 41, Commanding & Fencing 50, Heavy Chaninshot Loaders. I win every battle with 2-3 shots, even with Kraken. I'll try higher difficulty levels, but I want to complete all achievements on Hard before that. but I don't enjoy playing when I can take down each enemy with 2 shot and they can't even hurt me. The only damage that happens to my ship is broken mast on deep sea encounter...
I'm not saying the game is too easy. I just want enemies to become more and more powerful when captain levels up.

Getting regular complains that enemies scale up too fast in AoP. Have to investigate see if there is anything we can do.

My experience, on hard and expert, is that the enemies scale up very quickly early on... making it quite difficult to get traction in your younger years-- especially when simultaneously trying to hit the timed award unlocks. But, once you're running around in your upgraded War Galleon and all that, there isn't anything out there that can mount a serious charge. Your main threats are just running out of supplies in an area that's unfriendly while being nickel and dimed by enemy pea-shooters. But in a way of course, it poses its own challenges. Not quite sure what hill to climb (eventually) with the last 20 years of the pirate life...
