Is it possible to compensate for these by raising Quickness or Tactics?
E.g. if I am wearing armor with a -1 AP penalty and I raise Tactics by 2, will the status quo ante be restored?

I have a Captain with -1 AP armor and Quickness at 3, Tactics at 5.
(3 + 5) / 2 + 3 - 1 = 6
But he still has only 5 AP. :/

There might be a bit of confusion here.
The maximum AP for a knight is 6; once this is reached increasing Quickness or Tactics will have no effect on AP.
Depending on class there are AP bonuses, like Scouts get their first move for free, but thats it.

Oh oh oh ... Yeah bobc has it right. You can only get a max of 6 AP for any knight based on stats. Armor then modifies the stat by slowing you down.
