In "Recruit Officer" screen (the one that appears after you press "[Officer Name], will you join my crew?"), pressing the on-screen back button (left arrow) does nothing. Pressing physical (on device) Back button closes the screen, but officer becomes unavailable after that (you can't recruit him or her later).
If you press "Decline" button, you return to Docks but the "will you join my crew?" dialog is available again. This is the expected behavior I think.
