Able to buy a xeno scout ship

Is it normal to be able to buy a alien ship from independent's in a star port. I found this by going around sectors and completing contracts.

ipad 2
iOS: 8.02

Startrader rpg elite Version: 5.1.3

Nope, that's not normal -- it must be a bug.
