My idea is that, when you try to leave certain places (on foot), you could get stopped. I got the idea from those little checkpoint events where you can get stopped. It just doesn't make sense how you can pay 150 creds and just waltz right through the Downtown Gate, leading a column of secure case-festooned escort marks. You could try to bribe your way through, get waved through if the mission was from the faction, maybe even get a pass to get through unmolested with enough rep (added function of Downtown Gateway pass?). Despite the name, the individual checkpoints could be BS or K. Horizon, it doesn't matter which.

This has been kinda sorta implemented in that encounters with patrols when you're in friendly (like +10 rep or more) territory, they'll "give you a nod, as a faction friend" rather than seize your goodies. So since the function exists to have patrol encounters modified by reputation, I wouldn't be surprised to see other encounters be modified in a similar fashion eventually.
