Does the Minimum CP mean a Colony must have a third of the Population employed in Factories to remain happy? It just means that even if you don't have Factories, worlds will generate AT MINIMUM POP/3 CP. So if you have 1 Factory (2CP) and 9 Population, you'll generate a minimum of 3CP instead of just 1 CP for the Factory. This allows overpopulated worlds a way to catch up more quickly.

These new updates came from usability studies with new players. Working on smoothing out the UI for everyone, and making it less likely that new players get confused.
