... I have restarted the same game (several times) on the Large Extreme map 128x64 trying to colonize a planet with --30-- quality. I know the lowest it can go for quality on a starter hive ship is 17, right? I've rolled a 17 quality and 9 mineral every single time! I'm playing on normal, moved it to two enemies, and I'm playing Thulun, Cadar, and Javat. Tried Thulun every single time, and I get the same exact rolls... Bare minimum on what should be a bloody utopia. Am I just that unlucky or is there an issue with the roll on this. I get 17 and 9 almost every single time I use a starter hive on almost every map, it really doesn't feel like the rolls are very random. All I can think Iis that the roll isn't starting from the minimum (17?) And going to the top end, but if it rolls below the minimum it just adjusts to 17 and 9 Rrrrr, thanks for listening

Tried again today on 32x128 map. 8 times out of 10, I get 17 quality and 9 mineral. I'm not a crazy person... I've tried colonizing all different planets, with all sorts of current factions, and no matter how high the dice can go, they honestly seem stuck on 17/9 or aren't rolling to their best potential. I've seen higher quality starts before, so I know it can be done, but when I restart 6-8 games in a row because all three of my colony ships roll bare minimums, I think something's wrong...
I consistently get much better rolls with a basic colony ship right now, it is just the starter ships that have this issue for me...

Are you making a point of shutting down the app completely before restarting? I am unsure how the htc phones work, but with my samsung you hold the home button in for a few seconds. On iPhones you tap the home button twice.
Maybe the stuck rolls are stored in the temporary memory cache, and doing this may flush it out.

Starting Colony Ships are fixed to (18-Difficulty) and (10-Difficulty).
This was done early post-Alpha based on MASS customer feedback about rolls.
There was an avalanche of complaints and one stars on this topic.
Too scared to change it now. 4X is already getting killed on the markets.
Making a change on this might make people come back and update their 1 star reviews.
I just cannot risk it. Sorry.

Lame... Sorry to hear that. Were people complaining that the rolls were too high? I understand not wanting to lower the ratings... I just don't understand.... This just encourages the player to colonize the worst systems around, then expand to the better worlds around the poorer quality/mineral systems, probably the exact opposite of how the factions would actually colonize themselves. Wouldn't it make sense to have the dice roll start at the minimum the Hive would allow, then roll to see how much more it can gain? I would think people would want high quality Primes... I don't understand people sometimes. Not meaning you, of course, meaning people who would complain about getting rolls that were 'too high for a Prime system'.... Thanks for the reply, and hearing me out as always
