Actually, there is a very simple way. Being chiefly an Explorer who gets caught with Contraband Cargo all the time...:
Figures below are in absolute.
<10: Buy a Pardon. Find the money if you can't.
10-20: Get yourself arrested by the Faction Military. Automatically resets to 5, or if you're really lucky, 0.
>>>>20: Make better friends out of those factions you're already friends with. Make sure you build at least a 100 with them, but don't anger your enemy at the same time! You are waiting for the golden opportunity for the faction you're enemies with, and the factions who treat you as a hero, to begin a spy war against each other.
When that happens, spy on your friend. Dispose of the records in an independent planet. Make sure you keep buying back your trade permit and Rank to avoid the military coming after you.
Rinse and repeat until the faction begins to like you. But don't push your reputation with your friend below 10- you need the trade permit and rank to prevent their pirates and military officers from being troublesome.
