We're not really focused on ship design and upgrades right now. It is a pure alpha, data access only UI system. It's fully functional and I use it for extensive ship modification but it is aimed at the developers right now, not really the players.
We didn't list it in Phase 1 for that reason, we don't really want to collect bugs or feature discussions about it at this time.

That said, you go Starport > Replace Components > [Select Component to Replace] > (Type Button at Bottom Unfilters)
This requires standing with the Faction and sufficient Zone attributes to support Component work.
Okay, since I am not seeing Replace Components, I must not have either of those. It would be good if instead of _just not being there_ it was there, greyed out, and when you clicked on it said "insufficient Zone attributes ... you have X and need Y".
Right now I do not know what a Zone attribute is. It's not in the status page. I am a Legendary Hero (rep 155) with House Thalun, Rank 1, Permit 1, with no edicts. So rep is not the same thing as a Zone attribute?

So rep is not the same thing as a Zone attribute? Not sure what Cory Trese is jabbering on about but I've not had trouble making upgrades/switching components regardless of faction standing. For passenger cabin find something already on your ship the same size (think they are small but may be medium) that you feel you can do without. In the starport upgrade screen select that component. It will give you a listing of possible upgrades that are of same basic type (example you select a weapon it will list weapons that are same size i.e. small, medium, large) at bottom left is a button labeled type. Click that button and it will display all components of that size. Scroll until you find the Pasenger Cabin and select it. You will get a prompt asking if you want to replace such and such with the passenger cabin and that it will cost X amount and take 3 days to install. If you don't have the credits it will tell you that you have insufficient funds. Other possible reason it may not allow it is because of mass. In that case things can get a bit more tricky. Look at what you want to replace, it will list how many tons that component is, as long as your passenger cabin weighs the same or less no problem. If it weighs a little more but your ship is not at its max tonnage for type you may still be able to place it. (Example the Guardian Interceptor has 50 tons of free mass for upgrades with its base configuration.) If the Passenger cabin masses considerably more than what your trying to place then you either need to find a larger mass item to replace or else install one of the Mass Dampeners in place of another component then install the cabin.

I have yet to find a Starship Upgrade Screen. No starport wants to give me an upgrade, or shows this as something available.

You should see Refuel, Repair, Upgrade Components, Design Ship. Click on Upgradd Components, thats your Starship upgrades screen. A basic passenger cabin is a small component, costs $3500 and has a mass of 150. A luxury cabin is a medium sized component, costs $5940 and has a mass of 275.

grävling By the way when you open up the Upgrade Components tab your looking at a list of what your ship currently has installed. You need to choose something of the appropriate size category to replace from that list such as the Weapons Locker, unless you plan on doing a double replacement and installing a Mass Dampner to free up mass.

grävling also the star port needs to be pretty highly rated to have support for upgrades, in my experience.

Will you see that there is one that offers upgrades, but you just cannot use them if you are not high enough rank, or do the option just not show up at all?

Hmm I haven't bought ranks and have still been able to access upgrades like swapping a mass dampner for a scanner. I assume you need rank to swap/upgrade weapons though. It seems this may be a bug (or star dock closed rumour?) if you are never seeing this option

Void Engine change won't fix the hull mass max. If you look at the ship analysis thread, you can see some ships have 800 Mass of free space, other have 50. If you pick a free 50, it will be hard to upgrade without future features.

The only reason it does not show up is that the planet is too low Starport Rating to install. If you have bad Faction Reputation will show up, but is disabled with a message that says "Rep too low" or something like that.
