The Captain and Officers' bonus skills are the main source of specific skills points (Stealth, Command, Doctor, Intimidate, Explorer) that are hard to get otherwise. When starting a new captain, I occasionally see starting Officers with less than 2 bonus points, sometimes none. I know I can just dismiss them, but it's a waste of a precious 2500 starting creds.
I don't know how many other players are doing this too, but I typically reroll new captains until I find a set of Officers that I can put to something useful. This does feel like a waste of time though. I feel like a minimum threshold of 4-6 bonus skill points for the starting Officers would really help a lot.

Starting crew / officer skills are set the same way as new recruits.
We might consider tying this to Skill priority for the Captain. I dunno, worth thinking about, but it is balanced right now.

What I really wish was that, when you looked at an officer you already have, you had an option to see their starting stats. I generally stick the doctor job on one of these lack-luster opening officers, knowing that I will sooner or later fire the person and replace them, probably with somebody that already has a lot of doctor points. But as time goes by and more doctor points go into this starter officer, it becomes difficult to remember if this one was for the axe or not, when you, for instance, hire a pistoleer who happens to have 6 points of doctor built-in. Clearly you want to make the pistoleer one officer and a combat medic, but deciding which of your existing officers should get the chop is often a matter of who had the poorest starting stats regardless of how they look now.

grävling - completely confused by the request. The bonus Skill pts for Doctor are visible on any character regardless of Job Rank.

You should be able to calculate the bonus skill when looking at the crew profile. The display format is SKILL NAME Job (Job + Bonus)
So yes, if you Job Rank up and get a boost in Doctor, both the displayed numbers will change, but the Bonus is static. Just subtract the smaller number from the bracketed number. Does that make sense?
e.g. Doctor from Job = 5, Doctor from Bonus = 2 Display will be Doctor 5 (7) If you Job Rank up and get another point, Display will be Doctor 6 (8) Both the numbers change, but you still only have 2 Bonus.

Yes. I just find things confusing because the display on the character is different from the display of total points on the status screen.

I dislike that one. Your way ( fallen) makes us subtract, and if I am to do the math I would rather be adding. Would you go for Doctor 5 [+2] 7 (if officer) 5 [+2] 5 (if not)

grävling - the question of how often you are doing math is based on what value you are most often looking to get when you view that screen. "What is my Doctor Skill?"

Interesting, in that I don't try to figure out 'what is my X skill' very often -- but 'should I replace this officer' comes up every time I recruit somebody who has exceptional stats. Makes me think that I ought to be caring about what is my X skill more than I do. I care about that collectively -- what does my stat page say my total doctor skill is -- but not individually. still, the 3 figure version would give everybody what they wants, I think.

In the character stats page of the crew list I prefer the display format as SKILL NAME Job (Job + Bonus). This is because when talents use skills, they use the total skill so this approach saves me doing too many sums. A recent example for me is the combat medic talent of E-suture where you heal 6 HP + Doctor skill. For me 6 HP + (Job + Bonus) is a lot easier than 6 HP + Job + Bonus.
Once selected, I don't replace officers unless they die; they need some exceptional stats to throw away 20 levels of experience / talents.
