This is the problem with the Smuggler role at the moment. It's easier just to get Permits or Rank or both (in fact each one helps you advance the other). Making it hard to be a "real" Smuggler. The purpose of this thread is to come up with new ideas to make Smuggling more, well, Smuggler-like.
The proposal here is to give an alternative to Trade Permits: If you trade contraband with a Permit, you gain Rep but (usually) lose money. If you trade contraband without a Permit, you never gain Rep, you might lose Rep, you have to dodge Customs searches, but you make a lot of cash (due to automatic Shortage demand for smuggled contraband).
Because of the premium this would then put on Rank (for avoiding searches), it's suggested to at the same time nerf the ability of Rank, reducing the ability to let you dodge searches through Rank.
