I gotta ask-- the workforce comes from the population, right? And CP is a representation of how much manpower they can provide in manufacturing/building things? Then why do some planets have 0 cp, but a workforce of up to 3 without factories? Wouldn't a workforce of 3 simply have a CP of 3? o.0??

It's an alpha build of the screen, so it might not be completely clear to anyone but me yet.
Workforce is how many Factories you have for your Population.
5/5 is 5 Factories for 5 Population, 100% Workforce. (5CP)
4/5 is 4 Factories for 5 Population, 80% Workforce. (4CP)
Along the bottom of the screen you see ...
* Income / Maintenance * CP Going to Player (Changes if your are building or whatever) * RP Going to Player (Changes if you have Faction, Rumor or Conflict) * Spy Going to Player

I was just kicking around an idea about factories and work force. The game could add a political impact on planet moral if there is a large work force with very few factories to employ them. Not enough jobs no Palace for government infrastructure could create instability? Just an idea, day dreaming...

There is a system in place for instability and insurrection, even planets switching to Indy worlds if the Factions mismanage them badly enough. I like the idea of lack of Factories driving that, maybe via Morale.

I like the idea of lack of Factories driving that, maybe via Morale. Indy Planets and Xenos. Perhaps the Xenos aren't strong enough in an area to invade a Faction planet. Perhaps a mutual defense treaty between Indy and Xenos. The Xenos provide naval protection and arm insurrectionists with high quality ground weapons. The indys get stronger and can foment revolt/destabilize a nearby Faction planet already teetering due to bad management. Or an interstellar war could be triggered between two factions if one of them (uses spy points) gets caught trying to make a treaty with the Xenos. Just a fever dream fantasy to widen the political scope. Treaties why stop with humans? After all Xenos are people too. I'm way behind on testing back to work!

No treaties with Xenos.
They will never negotiate with Humans.
They only seek to destroy or consume.
Indy worlds will be a huge amount of trouble without any cooperation with Xeno =)

Will xeno attack npc indie worlds or just player worlds Xeno will attack all Star Trader worlds. They do not care whom occupies them, they seek only death. But no xeno vs xeno even if another xeno faction is the biggest threat on the board?

The Engine doesn't care, you could turn them all hostile against each other ... but it makes no sense in the ST universe so I would be extremely surprised if I decided to do that. In the game, anyway, even with ST aside, Xeno vs. Xeno is like a small lion trying to eat a bigger lion when there are zebra 400m away.

Do they ever have alliances or treaties? because that bigger lion can easily take a swipe at the small one for intruding on his hunting grounds.

So yes, they have a treaty. It's an old one and I doubt they're going to change it. Ever.
